

Board Meeting Action Update
February 26, 2020
The purpose of this update is to inform the community of the actions that were taken by the Board at the February 25, 2020 Special School Board meeting.
Board Actions:
Facility Bond Workshop:
The Board received detailed information from industry experts about best practices for developing and implementing the structure and process of a facilities bond. A detailed historical overview of the Vista Unified Measure LL bond structure and process was included with questions from the school board. Additionally, the workshop included a thorough discussion about the current status of the phase 1 projects. Particular attention and time was spent analyzing the discrepancy between the original rough estimates for the cost of each bond project (currently posted to the website) and the official construction estimates submitted by contractors. At the end of the meeting, the board directed the superintendent to take action in the following areas in preparation for the upcoming board meetings:
● Develop a set of recommendations for staffing related to the bond implementation team, with particular focus on a Bond Program Manager.
● Develop a monitoring and feedback process that actively engages the board liaison in planning meetings with the bond team.
● Develop and present monthly board updates, quarterly bond workshops and annual bond impact reports.
● Set quarterly bond community forums to update the community on the bond process and projects, including making adjustments to the bond project lists based on changes in construction costs.
● Develop a process that is aligned to the bond language to revise the project list based on actual construction estimates.
