Who are newcomers? 


The U.S. Department of Education defines “newcomers” as foreign-born students and their families who have recently arrived in the United States.


The California Department of Education (CDE) explains that it is possible for a newcomer student to be considered a refugee, SIFE (student with interrupted formal education), and an English learner. Click here for more information from the CDE.


Who are refugees?


A refugee is a person who has fled his or her country of origin because of past persecution or a fear of future persecution based upon race, religion, nationality, political opinion, or membership in a particular social group (U.S. Citizenship and Immigration Services, 2015).
